Who Can Apply: Established 1977 This scholarship fund was established by Dr. Berlin Chapman to honor Dr. D. Banks Wilburn who retired from Glenville State College having served 13 years as President and providing 42 years of service to the public education system in West Virginia. Special consideration is given to Health and Physical Education majors.
