Job Summary:
Under the general direction of the Roadway Group Pre-Design Section Manager, this position is responsible for preparing and reviewing project scoping documentation – including, but not limited to Scoping Letters, Project Assessment Reports, Planning Level Scoping, Project Requirements Reports, Alternative Selection Reports, Corridor Location Reports, and Location/Design Concept Report, ADA Feasibility Reports, AASHTO Reports, and Design Decision Reports/Memos as required.Additionally, this position is responsible for reviewing construction documentation, technical reports, and encroachment permit applications for compliance with applicable AASHTO and ADOT design guidance and requirements; preparing design and construction plans and documentation, act as the ADA Coordinator for ADA related design compliance and reporting for programmed design projects; ensure ADOT’s Performance Based Practical Design approach is implemented in the development of projects; assist in the review and update, as necessary, of ADOT’s Roadway Design Guidelines, Scoping Guidelines, and design procedures; and represent ADOT Pre-Design Section at technical meetings with other ADOT technical sections, and other federal, state and local agencies.Assist and support the Roadway Standards Engineer with the development and review of roadway design standards and guidelines.
Job Duties:
Manages, prepares and reviews project scoping documentation ensuring completeness and compliance with State and Federal requirements – including, but not limited to project Assessment Reports, Planning Level Scoping Reports, L/DCR, ADA Feasibility Reports, AASHTO Reports, Cost Estimates and Project Schedules, and Design Exception/Variance Reports, Memos, and Letters as required.Participates in the development, review and updating of Roadway Design Standards, Processes and Guidelines through research and by applying a current knowledge and understanding of industry technical research and design best practices.Implement and support the implementation of Performance Based Practical Design (PBPD) concepts and approach on all projects. Provide technical support and expertise in developing solutions that meet the project’s objectives and need and ensure proper documentation of decisions and scope.Represents Section, Group and ADOT at various meetings, site visits, and tasks force and research projects with other Sections, Groups, outside agencies, consultants and stakeholders.Perform compliance reviews of project scoping and technical reports, design/construction documentation, and others to ensure compliance with state and federal guidance and requirements.Assist with the preparation and review of design and construction documentation (including calculations, drafting and design/construction documentation) in compliance with State and Federal requirements.Provide technical expertise and representation in legal proceedings and addressing roadway technical design criteria standards and practices in response to legal questions, inquiries related to roadway design claims or other matters.Other duties as assigned as related to the position.
Selective Preference(s):
Education includes a BS in Civil Engineering or closely related field and various employer training courses and seminars relevant to position.Experience equivalent to a Transportation Engineer.Some out of town travel may be required for this position.
Pre-Employment Requirements:
This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).Requires registration as a Professional Engineer in Civil Engineering or closely related field in the State of Arizona or proof of eligibility of reciprocity.A valid driver’s license is required if the incumbent is to be an authorized state driver.
